Dat meldt het ministerie van Infrastructuur. Minister Schultz van Haegen geeft dan het startschot voor 2toDrive. Vanaf deze datum kunnen jongeren op 16,5 jarige leeftijd rijles volgen en vanaf hun 17e verjaardag praktijkexamen voor hun rijbewijs afleggen. Deze invoeringsdatum betekent dat jongeren die op of na 1 november 17 jaar worden (dus geboren op of na 1 november 1994), kunnen meedoen met het experiment.
